The Staff Attor-ney will be a member of a team that includes five (5) attorneys and three (3) support staff. There will be frequent interaction with federal, state and tribal agencies. The Nez Perce Tribe Department of Executive Direction is recruiting for: NIMIIPUU COMMUNITY DEVELOPMENT FUND EXECUTIVE DIRECTOR HR-15-116 full-time regular. Executive Director of the Nimiipuu Community Development Fund, CDFI. Duties include addressing initial technical development and services of the non-profit Nimiipuu Community Development Fund that are; grant writing, a viable business plan, board development, staff, day to day operations, and is responsible to process loans from “concept to repayment.” The Executive Director and Board of Directors will be responsible for fund raising to meet annual goals to maintain the appropriate lending capacity of the institution to be self-sustaining. Applicant is required to have an associate’s degree with emphasis in accounting, finance, or related field: Bachelor’s degree preferred in any field. The experience requirements are to demonstrate responsible related experience in non-profit fundraising, financial lending, or accounting; or, any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. The Nez Perce Tribe Department of Office of Legal Council (OLC) is recruiting for: OFFICE OF LEGAL COUNSEL INTERN HR-15-117 The Office of Legal Counsel a five (5) attorney, in-house legal office for the Nez Perce Tribe is interested in hiring a legal intern for the summer (10 (ten) weeks) of 2015. The legal intern would work closely with the staff and attorneys at OLC. Responsibilities include research, drafting legal documents, correspondence, testimony and other documents. All work will be in regard to advice and counsel to the tribal government and tribal programs, as well as current upcoming legislation on national and state levels. Requires a four (4) year college degree from an accredited college or university and must have completed at least one (1) year of law school. The Nez Perce Tribe Department of Water Resources is recruiting for: UTILITIES ACCOUNTANT HR-15-118 full-time regular stationed at the North Lapwai Valley Waste Water Treatment Facility located at Spaulding, ID. To assist the Nez Perce Tribe’s Department of Natural Resource (DNR), Water Resource Division – Utilities Program. The position oversees all facets of Utilities database and office organization. Will be responsible for maintaining utility customer data, office organization, coordination, and budget management. The Water Resource Division – Utilities Program consists of six (6) main projects: Lapwai Water, Kamiah Water, Lapwai Wastewater Collection, East Kamiah Sewer Interceptor, North Lapwai Wastewater Collection, and Lapwai Valley Wastewater Treatment Plant. Requires a minimum of a two (2) year associates degree in Business Management (Preferably a Bachelor of Arts in Accounting or in a closely related Business & Accounting field); two (2) years of professional accounting/bookkeeping experience with one (1) year of supervisory experience; must have experience in developing and creating databases with accounting software to track customer payments and write reports. The Nez Perce Tribe of Education/Vocational Rehabilitation is recruiting for: OFFICE SPECIALIST I HR-15-119 regular full-time. To assist with program operations in support of the Vocational Rehabilitation Program. Will be under the direct supervision of the Director of Vocational Rehabilitation. Assists consumers with appointments, applications, and general questions about the Vocational Rehabilitation program. Maintains office calendar, scheduling regular and periodic operations, functions, conferences, and meetings for key personnel. Requires a High School Diploma/GED. Position reports directly to the NPTEC Chairman and is responsible for communication to the NPTEC and Enterprise Board. Oversees and administers the overall operation of the Enterprises. Responsible for staff supervision, strategic planning, budget, training, policy development, contracts, grants, acquisitions, reporting and providing critical fiscal management information to management and elected officials. Requires a Master’s degree in business, accounting, marketing, finance, management or related field with five (5) years business management experience in a tribal setting, five (5) years in a supervisory capacity of large number of staff. Requires eight (8) years experience derived from working with tribal business enterprises. The Nez Perce Early Childhood Development Program (ECDP) is recruiting for: ADMINISTRATIVE SPECIALIST III HR-15-121 full-time regular. The position functions as program office manager to provide a high level of administrative support to the Program Director, Management Staff, and also to The Child Care and Development Fund (CCDF). Responsible for assigned tasks and customer service as well as provide intake services for CCDF. The class works according to the ECDP policies and procedures, CCDF federal regulation, and Head Start Program Performance Standards. Prepares, process and type a variety of correspondence, agendas, memorandums, reports, and related written materials; prepares and updates requisitions, and purchase orders; maintains inventory or office and CCDF supplies. Provides front desk reception back-up services; answers phones, screens calls, takes messages, greets and assists visitors, and directs calls and visitors to appropriate personnel. FINANCE DIRECTOR - [CRC-15-006] (Gaming) (Full-Time) - provides overall leadership, guidance and direction to the finance department management team as it strives to provide the highest quality in exceptional service standards to tribal council, enterprise board, executive office, enterprise department head and outside organizations. The purpose of the class is to oversee and direct accounting functions in compliance with generally accepted accounting principles (GAAP).The class is responsible for the preparation, disbursement, maintenance, review, interpretation, analysis, and reconciliation of budgets, financial records, bank accounts, funds, grants, audits, and financial statements, and for staff supervision and reporting. The class works within broad policy and organizational guidelines; independently plans and implements projects; reports progress of major activities through periodic conferences and meetings. Requires Bachelor’s degree in Accounting, Business, Public Administration, or Finance (Master’s and/or CPA preferred). Must be able to obtain a Nez Perce Tribal Gaming License (subject to complete background check). Requires a valid driver’s license with the ability to be insured under the Tribe’s policy (must provide copy of driver’s license and a motor vehicle report of ENTIRE driving record (MVR)). CPA credential preferred. Requires three (3) years of supervisory experience. Requires five (5) years of experience in senior-level finance or accounting position. Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles (GAAP), knowledge of automated financial and accounting reporting systems, knowledge of federal and state financial regulations. Ability to analyze financial data and prepare financial reports, statements, and projections. Working knowledge of short and long term budgeting and forecasting, rolling budgets, and product-line profitability analysis. Requires professional written and verbal communication and interpersonal skills. Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects. Ability to participate in and facilitate group meetings. Closes: 03-20-15.
