CLASS TITLE: Professional II FLSA STATUS: EXEMPT
DEPARTMENT: FISHERIES and NATURAL
RESOURCES GRADE: 19
GENERAL DESCRIPTION OF CLASS
The purpose of the class is to supervise, train, and
implement contracts and/or projects. Assign, review, and conduct duties
relating to the collection, compilation, analysis, and written presentation of
information as well as perform technical applications of fieldwork pertaining
to fisheries and other natural resources of interest to the Nez Perce Tribe.
Responsibilities require employee to follow:
- Tribal programs listed “Common duties,”
- Department programs listed “General Duties,”
- Class description listed “Supervision Duties,” and
- Division and Project/contract specific duties addressed
in “Job Expectations” document (separate).
Common Duties:
-
Read and comply with all appropriate Tribal policy and
procedures; e.g., Human Resource Manual (HRM), Vehicle and Safety Manual,
Finance Manual, Internal Department and Project guidelines, etc.

Work cooperatively with all Tribal employees or those associated
with the Tribe.

Travel to and from remote working environments.
-
Driving.
-
Work flexible and irregular work schedules; e.g., 8- or 10-day
shift requiring 24 hour per day “On-call” presence.

Maintain daily activity log for project operations at office and
duty station.
-
Other duties as assigned or necessary to support all subordinate
activities.
General Duties:
-
Data summary/technical report development.
-
Data management.
-
Data analysis.
-
Complete proposal/grant development.
-
Coordinate project activities/status with Project Leader.

Technical coordination with outside agencies.
-
Implements/oversees subcontracts.
-
Field equipment operation (including installation).
Supervision Duties:
-
Manage, supervise and training of Biologist I, Technicians and
Aides.

Provide supervision to subordinate staff, including: develop work
schedules coordinated with supervisor, initiate task assignments, certify
quality control, and policy and procedure compliance (level II).

Conduct performance reviews and reports, including personnel
corrective counseling.

Participate on interview panels and interview question
development.
INVOLVEMENT WITH DATA, PEOPLE, AND THINGS
DATA INVOLVEMENT: Requires gathering, organizing,
analyzing, examining, or evaluating data or information and may prescribe
action based on such data or information. Proficient skills in word processing,
spreadsheets, databases and internet media. Must have excellent communication
skills both oral and written, with emphasis in technical writing.
PEOPLE INVOLVEMENT: Requires giving
information, guidance, or assistance to people directly facilitating task
accomplishment; may give instructions or assignments to other assistants.
Ability to work well independently or cooperatively with others. Interact with
personnel in key positions – Tribal, State and Federal.
INVOLVEMENT WITH THINGS: Requires a wide
variety of sampling methods, power tools, coordinating the activities of those
operating complex machinery or equipment that requires extended training and
experience such as complex scientific software, boats, hydraulic lift trucks,
ATV's, snowmobiles, and GPS software (job specific techniques/equipment
detailed in Job Expectations).
GENERAL REQUIREMENTS
REASONING REQUIREMENTS: Requires performing
coordinating work involving guidelines and rules with constant problem solving.
MATHEMATICAL REQUIREMENTS: Requires
mathematics involving the practical application of fractions, percentages,
ratios and proportions or measurements, and/or logarithmic or geometric
construction; may use algebraic solutions of equations and inequalities,
statistics, deductive geometry, plane and solid, and rectangular coordinates,
and advanced mathematical concepts of experimental design and the use of
models.
LANGUAGE REQUIREMENTS: Requires reading
professional literature and technical and scientific manuals and journals; must
have excellent communication skills, both oral and written; speaking to groups
of employees, and public or private groups; writing manuals and complex
reports. Maintain positive working relationships with Nez Perce personnel and
other agencies’ staff during field activities.
MENTAL REQUIREMENTS: Requires professional
level work requiring the application of scientific, engineering, or managerial
methods in the solution of technical, scientific, or administrative problems;
requires extensive understanding of operating policies and procedures and
ability to apply these to complex problems; requires continuous, close
attention for accurate results with frequent exposure to unusual pressures.
Maintain knowledge of current state-of-the-art job related techniques.
PHYSICAL AND DEXTERITY REQUIREMENTS: May be
required to work evenings, weekends, holidays and live in remote work sites for
up to ten days at a time, and participate in low-level aerial flights. Requires
activities that include bending, stooping, reaching, walking, hiking over
various terrain, wading in streams, kneeling, lifting up to 100 pounds, sitting
for extended periods of time. Safely operate on and off road vehicles.
Repetitive motions: seeing, hearing and speaking to conduct employment and
other work.
ENVIRONMENTAL HAZARDS: The job risks exposure
inclement weather and high water conditions. Risk exposure to bright/dim
light, dusts and pollen, extreme heat and/or cold, wet or humid conditions,
extreme noise levels, animals/wildlife, hazardous plants, vibration, fumes
and/or noxious odors, traffic, moving machinery, electrical shock, heights,
radiation, disease/pathogens, toxic/caustic chemicals, explosives, and swiftly
moving water.
SENSORY REQUIREMENTS: The job requires normal
visual acuity and field of vision, hearing, speaking, color perception, sense
of taste, sense of smell, depth perception, and texture perception.
JUDGMENTS AND DECISIONS: Requires being
responsible for actions of others, requiring almost constant decisions,
affecting coworkers and others in the general public; works in a moderately
fluid environment with guidelines and rules, but frequent variations from the
routine.
VOCATIONAL/EDUCATIONAL AND EXPERIENCE PREPARATION
VOCATIONAL/EDUCATIONAL PREPARATION: Requires
Bachelor’s degree (Master’s preferred) in related field. Related field and/or
course work requirements defined in Job Expectations. Experience does not
substitute for degree.
SPECIAL CERTIFICATIONS AND LICENSES: Requires
Driver’s License and ability to be insured under the Tribe’s policy.
EXPERIENCE REQUIREMENTS: Requires 3-years
related professional experience or 1-year professional experience with Master’s
Degree. Experience must be at a professional level. Minimum of 1-year
supervisory experience also required.

The Nez Perce Tribe is drug-free workplace. The Nez Perce

conditions free from the effects of drugs and alcohol, and in maintaining the
quality of products produced and services rendered by tribal employees. The
abuse of drug and alcohol creates a variety of workplace problems, including
increased injuries on the job, increased absenteeism, increased financial
burden on health and benefit programs, increased workplace theft, decreased
employee morale, decreased productivity, and a decline in the quality of
products and services.
All employees are subject to random drug tests and to
tests when the use of alcohol or drugs in the workplace is suspected. Some
