VISION
The Nez Perce Tribe Gaming Commissions (NPTGC) vision is to protect the assets of the Nez Perce Tribal Gaming Enterprise by insuring adequate internal controls are in place and conformed to. Ensure that all gaming activity is honest and fair. Regulate all forms of permissible and authorized gaming within the jurisdiction of the Nez Perce Tribe.
GOALS
To regulate the gaming operations of the Clearwater River Casino and the It'se Ye Ye Bingo & Casino, by assuring compliance with: a) Nez Perce Tribal Gaming Ordinance, b) Regulations of the National Indian Gaming Regulatory Act (IGRA), c) Class III Gaming Compact between the Nez Perce Tribe and the State of Idaho. d) Tribal Internal Control Standards (TICS)
Protect the tribal gaming operations and property from illegal activity.
Assure that gaming licenses are issued with adequate background investigations being conducted and suitability determinations made in a timely manner.
The Rules and Regulations of the Indian Gaming Regulatory Act, Minimum Internal Control Standards (MICS) and Tribal Internal Control Standards (TICS) are adhered to by Clearwater River Casino & It'se ye ye Bingo & Casino.
Continue to advocate for the training of employees in the applicable internal Controls and rules and regulations. Assist all front line employees of the Nez Perce Tribe Gaming Enterprises compliance with and use of the internal controls.
DESCRIPTION OF SERVICES
Serving as NPTEC's regulatory arm in gaming, the NPTGC, formulates/interprets policy and is responsible for implementing the rules/regulations through four guiding Indian Gaming Documents for the Nez Perce Tribe's Gaming Enterprises, listed under 1) Goals a, b, c and d.
NPTGC is empowered to issue Gaming Facility Licenses to It'se ye ye Bingo & Casino, Clearwater River Casino, and to issue personal Vendor's* Gaming Licenses. (Gaming suppliers only)
The NPTGC conducts background investigations on all employees of the Gaming Enterprises, makes suitability determinations, and if found suitable, issues a (3) year individual gaming license. Key employees background applications are sent to National Indian Gaming Commission Field Office in Portland, Oregon, for their review and approval.
The NPTGC requires the Gaming Enterprises to conduct business in accordance with all the required rules and regulations accepted and adopted by the NPTEC.
The NPTGC assures that accounting and cash controls are in place and audited internally and externally. The NPTGC requires the Gaming Enterprise to comply with security and surveillance standards in accordance with all the mandated regulations.
The NPTGC also hears customer complaints and holds hearings for appeals of denial/revocation of Gaming Licenses and Expulsions. The final decisions of the NPTGC may be appealed to the Nez Perce Tribal Court.
